Common sense tells me that you would fill it so you could see it in the site glass that way you have a visual on the level. Is there a red bead that floats in the glass?
On any heavy equipment, dump truck hydraulic tanks, Mixer hydraulics, forklifts etc... that I work on, I never blow it past the top of the site glass. I leave room at the top of the glass to see a level. It can climb due to heat, churning etc...
I have a RPM box in one of my other machines and it doesn't have a site glass in it at all. Basically I was instructed by the manufacturer to put 1 quart of oil in it.
